Windows 10 Defender offline scan

I can run quick scan and in advanced scans, I can run full and custom scans.
When I click on offline scan, the system will ask me to save my work then click on scan. Then the system will ask if I want this app to make changes to your device to which I click yes. This should trigger the system to shut off and the offline scan should then run. The scan does not run!
I have run it many times up to last week and tried command prompt and powershell possible solutions gleaned from the web but no luck.
My windows 10 is fully updated and I have even tried downloading windows defender offline scan from Microsoft (64 bit).
Any comments appreciated.

I have no idea why, if it does work, why it isn't ... however, I'd highly recommend using a 3rd party offline scanner, if nothing else than to get a second opinion.
