Office XP Standard, specifically Outlook 2002

Outlook 2002 will not start anymore. It says I need outlook express. Well I
have outlook express. I have tried everything (uninstall reinstall, repair,
etc.). I now have to use outlook express. Outlook express works fine, but
why cannot I use Outlook 2002. Again, I tried every suggestion the internet
had to offer. Specifivally I get a red X Cannot start Microsoft Outlook.
Outlook requires Outlook Express 4.01 or greater. You can install Outlook
Express by running IE5Setu[.exe from the IE5 folder located on your CD or
through the Windows Update website. Again I have Outlook express 6.0. Word,
Powerpoint, and Excel work fine. I am hoping someone on this board has a
solution. Thanks.

if they fail try this:
reversal of the instructions under knowledgebase 318378, by amending the
registry entry IsInstalled from 0 to 1.
