You cannot download Office 2003. It is an installation that is done from
CD. If you need more help, tell us the website from which you are
trying to download the spurious Office 2003 and/or more details about
exactly what you are trying to do and the text of any error messages
you receive.

If you have Microsoft Office 2003 installed - then you have a CD you
purchased for it.
If you do not have Microsoft Office 2003 installed - but you have the CD -
install it if you want.
If you do not have Microsoft Office 2003 installed and you do not have the
media for it and you have no proof of purchase - then you need to go buy it
at your favorite retailer if you wish to have it and install it.
