Office 2003 - Save Copy Of Sent Message Grayed out

I have a situation where a users needs to send an e-mail with a large
attachment that would exceed his mailbox limits.

I've instructed him to go to File->Properties and uncheck Save Copy of Sent
Message that should avoid sending him over the limit. The problem is, the
option is grayed out.

We manage outlook settings via group policy but I cannot find any setting
that I would believe would disable this function. About the only deny
settings that I can think of is that we prohibit users from adding POP
accounts to their outlook.

Can anyone tell me what GP setting may enable this feature?

Got a tip offline and found the subject policy. The problem is, I'd have to
disable the policy altogether to to allow the user to control this setting
but I need to force the settings of read all messages as text.

How can I force the "read as text" setting but allow users to control save
copy to sent folder?
