Office 2003 Outlook does not have newsgroups feature

I've install Office 2003 with Outlook. I found that Outlook does have have
newsgroups feature. Is it true?

It never has. It still calls OE in news only mode, just as all other version
of Outlook do.

....or any other news reader you want. There have never been any plans to
make Outlook a news reader. There's just no need since there are plenty of
news readers already.
