offering remote assistance

I am trying to offer remote assistance to my brother. I have XP Pro,he has
XP Home. His XP Home is turned on with internet access. I had him turn on
Remote assistance. He doesn't have messenger or outlook setup (this would be
a problem setting up). Firewalls are turned off.
When I use Help and Support/ tools/offer assistance, I put in his IP Address
,http:// xxx.xxx.xxx.xxx When I click connect ,a window -- remote
assistance -- web dialog states permission denied.
Is there a web page where exact steps to enable both computers available.

Stop struggling and download/install the full (free) version of TeamViewer
on your computer.
For your brother - have him download and run the TeamViewer QuickSupport
executable.

When he runs the TeamViewerQS file - he'll get an ID (9 digits) and password
(4 digits) and get those to you. You'll run the full version and use the
information he gives to see what he sees and remotely help him.

All the firewalls can and *should* be turned back on and default settings on
any routers is fine.

You and your brother each download a copy and install it, then follow
the simple directions. You don't have to mess with the Windows junk.
