OEM Licensing for XP Pro

I have three questions: 1) I would like to upgrade from Windows ME to XP Pro
on my existing PC. Can I purchase an OEM license instead of FPP license by
purchasing a non-peripheral hardware component?
2) What are the non-pheripheral components that can be considered? &
3) What basic system requirements for XP pro to run efficiently?

An OEM version of Windows XP cannot upgrade over
an existing Windows installation. It must be installed on
a reformatted drive or partition.

You would need a "Retail Upgrade Version" of Windows XP
in order to "Upgrade" over Windows ME.

Depends on the supplier

Again, this depends on your suppliers rules, some are less picky than
others.
3) What basic system requirements for XP pro to run efficiently?

You can purchase an OEM copy of XP with some piece of hardware, and
depending on the reseller it can be something as small as a case screw,
or an IDE cable.

What that OEM copy cannot do is upgrade your existing Windows ME. If
you want to upgrade, then buy the upgrade, as it is around the same
pricing as an OEM copy, but you'll need to have a Win9x/NT/2K install
disk, if you ever need to do a clean install

Pretty much depends on the reseller. Wal-Mart sell it with a mouse, and
technically that is a peripheral.

If your computer came preinstalled with ME, then XP will run, but
efficiently is another matter. I don't recommend the average computer
user to upgrade an older computer to XP, but to wait and get XP when
purchasing a new computer. But if you are dead set on moving to XP on
your old computer then you should check with your OEM's website to see
if they have drivers for your components for XP first, before purchasing
anything.
