OE link disabled

I have Outlook Express for Windows XP. Recently I have not been able to
click a link from an email to access a web address. When I click a link one
of two things occurs. Either nothing happens, or it will open my personal
"File and Folders" page of the Control Panel. Can anyone explain to me what
I need to do in order to get my Outlook Express to allow me to click a link
and access a web site?
 
See if these commands help, from Start/Run:

regsvr32 /i shdocvw.dll
regsvr32 /i urlmon.dll
regsvr32 /i mshtml.dll
regsvr32 actxprxy.dll
regsvr32 oleaut32.dll
