NTVDM Has Encountered A System Error

OK. So I upgraded a Win2000 terminal server to SP4.Now, whenever users try
to use any 16 bit application, the folllwing error occurs


"NTVDM has encountered a System Error.
Access is Denied
Choose Close to terminate the application"

Can anyone help?
