Notes should "stick" to the desktop and open automatically with O.

For Outlook Notes to be truly useful, I need the option of having them
"stick" to my desktop until removed, and to open automatically when my
desktop loads, just like desktop icons do.

have you tried this?
C:\Program Files\Microsoft Office\Office10\OUTLOOK.EXE" /c ipm.stickynote
