Notepad Background

I got used to another text writer (as opposed to a text editor like MS
Word) which had a yellow background. Now when I use that other text
writer my PC (Dell Inspiron) does "funny" things [like crash and/or
having the cursor pointer disappear]. I go and use Notepad now, but I
need to know how I would configure it to have a background color.

Black on white. That's all. It is a simplistic plain-text editor so a
pretty GUI is not a functional requirement. You could go into the
Dispay applet (Control Panel) under the Appearance tab, Advanced, to
change the background color for default windows but then every window
(that doesn't set the background color) will have that same background
color.

You're right.

I just wanted tho change the background color because white is too
bright for me, sometimes. (I use Notepad for quick "yes or no"
answers.)

You could adjust the brightness on your monitor, or its contrast. Also
sometimes helpful is changing the color temperature used to display
white on your monitor. Go into your monitor's menus to look for
"temperature" or "color" and lower it from, say, 9400 to 6300. The
lower value will make it more yellowish while the higher numbers make it
more bluish.

you would think that microsoft could implement a little extra contol in the
appearance settings.....! oh wait! you can go to control panel > display >
appearance > advance button. click on windows text then click the color
button below and select your "shade"
