not recognizing drives

I recently repaired my windows installation and now it won't recognize new
drives. I have a USB flash drive and an iPod that aren't recognized. I can
see them in the in the disk management utility, but not in explorer. I have
tried everything with drivers (roll back, uninstall and reinstall, update).

My DVD drive is behaving similarly. It recognizes CD's and DVD's but the
appear to be empty. I have tried drivers and other media, but I get the same
problem.
