not recieving automatic updates

I have a question about automatic updates that I can't seem to find an answer
two. Let me set up the situation.

You have a WinXP Pro SP2 machine on a network environment. This machine has
multiple accounts, including an administrator and several restricted users.
The administrator has turned ON automatic updates to run at a certain time
(preferably when a user is actually on a machine like 8 am).

A user logs into their workstation and does their daily work. They are
restricted. Someone checks to see if new updates have downloaded under that
user, they do not seem to be downloading. If you log into that workstation as
an administrator you get the windows update shield after you login as
administrator.

The question is:

1) Do automatic updates REALLY download in the background while restricted
users work?(the machine has auto updates turned on for a time when the
computer will be on, and its set to download and install)

2) If an update is missed due to the machine not turning on, will it
automatically retry to get the update?
