not all webs appear in Open Web window

In FP2002, when I go to File->Open Web, I see localhost and some webs listed
there...but not all webs. If I select "localhost" to open, I then see all
of my webs. When I open any of these webs (that have not appeared in the
Open Web window), they open, but no shortcut is created for them in the
"Open Web" window.

How can I get these other webs to appear in the Open Web window so that I
don't have to go down into "localhost" each time?

You normally will not see shortcut to subweb on the open web dialog, unless you have open the subweb
directly, as in http://localhost/subwebname

Thanks for response...I should have added that I did try entering web name
as http://localhost/somewebname....the web opens, but the shortcut is never
made in the Open Webs window when I close the web and check. The webs that
are displayed are no different than the ones that don't display. In other
words, they are separate webs, not subwebs of a primary web. Any ideas?

If using localhost, you can only have a single root web, which you really should always open in FP
first, then double click to open any subweb, after the root web has opened.

Think I found the solution:
File-> Open Web. In that window, select the icon that says "create new
foler". Select: create shortcut to existing network place. Select the web
(one that had not been appearing in Open Web) from localhost. The shortcut
now appears in Open Web. Looking at the "should" in your response
below...am I risking anything by doing it this way?

I always open the root web first, then I open any subwebs, but I don't think you will have any
problems.
