Not all admin tools work after upgrade to XP

A couple of weeks ago I upgraded from windows me to xp home. However, I
noticed that almost none of my admin tools work (perfmon.msc, dfrg.msc,
compmgmt.msc, etc.). The message I get is that the particular .msc file does
not exist on c:\windows32\. However, when I look on My Computer those files
do exist, but if I double-click on that entry in My Computer it still tells
me that file doesn't exist in that directory (leading me to believe that
they're just not working for some reason). For some of these .msc files
there are associated .exe files that work just fine -- just not the .msc
files.

I'm trying to figure out how I can get these to work (as I'm sure I would
like to defrag my hard drive sometime in the future, for instance). I've
considered reinstalling the XP upgrade, but I find that a little scary. If I
were to reinstall the XP upgrade, is there a way to get it to only install
the stuff I need? Any thoughts?

In C:\Windows32\? You sure you don't mean C:\Windows\System32?

My bad. I meant C:\Windows\System32, not C:\Windows32\.

Does it work if you are at the command prompt located IN C:\Windows\System32
and type in the MSC name there?
Does it work if you boot in Safe mode?

I tried both your suggested tests and the .msc files didn't work in either
one. I got the same error dialog I described in my original note.
