Admin Tools not working after XP upgrade from ME

A couple of weeks ago I upgraded from windows me to xp home. However, I
oticed that almost none of my admin tools work (perfmon.msc, dfrg.msc,
compmgmt.msc, etc.). The message I get is that the particular .msc file does
not exist on C:\Windows\System32. However, when I look on My Computer those
files do exist, but if I double-click on that entry in My Computer it still
tells me that file doesn't exist in that directory (leading me to believe
that they're just not working for some reason). For some of these .msc files
there are associated .exe files that work just fine -- just not the .msc
files.

I'm trying to figure out how I can get these to work (as I'm sure I would
like to defrag my hard drive sometime in the future, for instance). I've
considered reinstalling the XP upgrade, but I find that a little scary. If I
were to reinstall the XP upgrade, is there a way to get it to only install
the stuff I need? Any thoughts?

FYI -- I have tried launching the admin tools from a dos prompt
(C:\Windows\System 32), and also after rebooting my computer in safe mode. I
get the same problem.
