Not able to send & receive messages in Microsoft OutLook 2003

I just installed Microsoft OutLook 2003 and am not able to send messages it
stays in the Outbox and also not able to receive messages. COMCAST is my ISP.
When creating the e-mail Accounts the test messages weer sent to my ISP
e-mail address.
No error messages show up; thank you in advance for your help.

Please hit the send/receive button. Outlook does not have an auto
send/receive feature set up when installed. You must go into the
send/receive options to enable an auto send/receive.
