Not able to repair sockets or TCP/IP

After running utilities to clear up
virus/worm/Trojan/spyware problems, lost ability to
connect to network. Ultimately saw errors and alerts that
led me to try steps in Knowledge Base articles 299357 and
817571. When try to Start -> Run 'netsh int ip reset
resetlog.txt' or regedit, only get a brief flash but
nothing else happens. Can only run msconfig in Safe Mode;
in normal XP mode, just get a brief flash.
Any suggestions appreciated.
