It's perfectly normal that you can't stop or restart the service:

278657 - Terminal Services Cannot Be Manipulated
http://support.microsoft.com/?kbid=278657

Is there anything in the EventLOg on the TS?
In TS Administration, do you see any listener sessions? Are they
in the "down" state"?
Have you checked if the TS is listening on port 3389 (with netstat
-an)?

Hi

I have similar problem. My server running Windows 2000 advance sp4. Because I had a problem with the server, I had to reinstall OS software (Repair mode). After that, all programs and services worked fine except terminal service. Eventhought the terminal service started, I could not connect to the terminal server. Trying uninstall/reinstall terminal service didn't help. When I checked in Terminal Services Manager, it displayed "Down(65544)". I deleted the original connection and created a new one, but it still displayed "Down(65544)". I ran command netstat -na and I could not find port 3389 in any IP addresses

Does anyone know what "Down(65544))" mean ? How to fix the problem? Thanks in advance

Mike

Check this out:

312030 - Cannot Connect to a Windows 2000-Based Computer with
Terminal Services Installed and RDP Listener Is "Down"
http://support.microsoft.com/?kbid=312030

If that doesn't help, I would reinstall the server from scratch.
Even if you would be able to make this server function again, it
would never be reliable.
