Norwegian letters æøå and tabs turn into Chinese (or Japanese) sym

I run Outlook 2007 and send my emails in HTML format. When my emails are
received by others, the tabs are replaces by question marks (?), and the
Norwegian letters æøå (ÆØÅ) are replaced by Chinese (or Japanese) symbols.
Most annoying! How to handle?

What encoding are you sending your message(s) with?
What font(s) are you using?

It's Western European (Windows). Automatic is turned off. Should I turn on
"use CSS for text formatting", it's off now? The font is ordinary Calibri
size 11.

Western European (or ISO-8859-1) should cover all Scandinavian languages.

Can you try Unicode (UTF-8) instead, and see if that makes a difference?
