Norton MSIexec conflict

On windows XP Pro, my Norton 2003 antivirus stopped working after about 2
weeks. There is a conflict with msiexec16. It appears to have started on a
recent autoupdate from microsoft. It is definitely msiexec16 that is
conflicting.

I can not re-install Norton unless i safe boot w/o Startup; actually only
msiexec needs to be turned off on safe boot. Once installed, it works fine
in safe mode but Norton fails in regular mode.


If I try to re-install on normal bootup, it closes the install at various
times in the process, usually 2-3 screens in. If I install in safe mode
then run normally, it messes up some of the features but mostly it closes
the program in 15-25 seconds after opening. It also prevents the live
updates from completing, again closing. Once it went all the way through and
said it was complete, but Symantec site did not register it and tried again.

I would check with Symantec to see if this is a known issue. (MSI is the
Windows Installation engine - perhaps AntiVirus needs an updated version?)
