This is an off-topic post, but may help out some users.
Today, I noticed that one of my PC's ran live update & installed
a new version of itself (2.0.37.0). I noticed it because the image
shown inside Live Update had changed. I clicked the "Options"
box and then About Live Update to locate the new version #.
I went back to my main PC which also has NIS-2004 installed.
After checking it's "About" function, it returned version 1.9.01.15.
I ran a Live Update and it checked all 26 catalogs, but didn't get
any new updates.
Anyway after searching around, I found the manual update listings
for Symantec components.

Sure enough, there at the top of the list was Live Update version
2.0.37.0. I downloaded/installed manually and afterwards it ran
and updated several components.
I'm not really sure of the significance of using an out-dated version
of Live Update. I'm not recommending that users get the manual
update, just thought I would pass this "Quirk" along, since many
WinXP General posters use Nav/Nis.
It's kind of funny that Live Update doesn't update Live Update.
