normal.dot : isn't working properly.. help!

When I open normal.dot from the explorer it looks fine. But when I open
word, or click on the new document icon in word it look ok apart from the
space for the header isn't recognised (so the cursor is right at the top of
the page). When I tell it to show header/footer it does and the cursor goes
back to where it should be and looks fine. All the styles/page layout etc
are correct.

Why is this happening and how can I ensure that when I open word or click on
a new document it looks like it should do without having to click inside the
header first!

Tools > Options > View tab > Print Layout section

Check "White space betwen pages"
