New Word docs have cursor at tippy top of page? Margin set to 1".

Word 2003. I open a new doc and the cursor is at the very top of the page.
Margins are set to 1" top and bottom. If I click "View Header and Footer"
and then close the Header and Footer, the cursor drops to 1" below the top
where it should be. What's wrong? If I open the template "normal.dot" the
cursor is in the right place, but if I then click "new document" it goes back
to the top? Weird.
