Homer,
Run "cmd /k sc qc winmgmt"
You should see RPCSS as the only dependency for WinMgmt service. So make sure that the RPCSS is started/Automatic.
If using XP SP2, you may use the sharedaccess.reg file available here:
http://windowsxp.mvps.org/sharedaccess.htm
That REG file should reinstate the Windows Firewall/ICS service.

Was set on automatic try start received:
Could not start windows mangement instrument services on local computer.
Error 1068 : the dependency service or group failed to start.
Ran the : cmd /k sc qc sharedaccess
Received; The specified service dose not exist as installed service.

When do you get the WMI error message? See if you can to start the Windows Management Instrumentation (WMI) service.
Click Start, Run and type Services.msc
Double-click "Windows Management Instrumentation"
Set its Startup type to Automatic
Start the service.

I get a message that the WMI might be corrupted moved or missing.
Try restore didn't work.
Also windows cannot start the windows firewall/ICS service.
Also when I install McAfee Suite 2007 my Explorer will not work, cannot
display page.
