Firewall/ICS still doesn't start

When I click Windows Firewall in the Control Panel, I receive the following
error message:
Windows Firewall settings cannot be displayed because the associated service
is not running. Do you want to start the Windows Firewall/Internet Connection
Sharing (ICS) service?
If I click Yes, I receive the following error message:
Windows cannot start the Windows Firewall/Internet Connection Sharing (ICS)
service.

The usual fix for this (from KB892350) is to reset the Winsock catalog
with "netsh winsock reset" which I've done but it doesn't change a thing. I
would appreciate any other solutions.

Download and apply the sharedaccess.reg file available here:
http://windowsxp.mvps.org/sharedaccess.htm

The REG file reinstates the missing firewall service (in XP SP2)

After running sharedaccess.reg and restarting, I get the following messages
while resetting the firewall:
"Could not obtain host information from machine..."
"Some commands may not be available"
"The specified module could not be found" and the firewall still doesn't
start.
Should I carry on with the second part of your fix ( rundll32
setupapi,Install.... etc)or does this indicate some other solution ?

Vic,

One of the DLLs needed by the Windows Firewall service may be missing. See
if running SFC helps. Insert your Windows XP CD, and type this in Start,
Run:

sfc /scannow

If you have applied SP2 separately, then mention the path as
%Windir%\ServicePackFiles\i386 (if prompted)

That seemed to be the fix. The process stopped many times during the scan and
I had to hit "retry" for it to continue so I assume it was replacing files at
that time? In any case, it's working and I thank you very, very much.

One small glitch. The Security Centre no longer detects that I'm running
Norton Anti-Virus. Not a big deal but any quick fixes for that?

Vic,

Symantec released an WMI update for some of its products. Try contacting
their support team to see if they have a fix/patch for this. Otherwise, try
uninstalling and reinstalling the product.

BTW, AVG Antivirus 7 from www.grisoft.com is great, and less resource hungry
than Symantec.
