Cannot start Firewall

HI
Whenever I try to start the Firewall from the Control Panel I get en error
saying:
Windows Firewall settings cannot be displayed becouse the associated service
is not running. Do you want to start the Windows Firewall/ Internet
Connection sharing (ICS) services.
when I press "Yes" I get another message saying:
Windows cannot start Windows Firewall/ Internet Connection sharing (ICS)
services.
I have run Spybot S&D Addaware and Hijackthis, which cleaned a few issues,
but the Firewall still can not be started.
I run WIn XP sp2 with AVG antivirus.
Thank you for your help.
