No windows Sounds just beeps

I'm using XP Pro Service Pack2. Whatever I try I just can't get Windows to
use it's own system sounds (New Mail, Exit Windows etc etc). I've set-up the
sounds in Control Panel (Change Sound Scheme / apply) and nothing. The
preview of the sounds in there works fine. What happens, for example, when
new email arrives, or a contact signs on to Messenger I just get a beep from
the pc and nothing from the PC speakers. It's not just the Windows sounds
it's other application sounds too. I can play CDs etc through the speakers
and it all works fine. Help appreciated.

If that doesn't help, your sound card may have failed. If swapping it
out for a known-working one fixes things, you know you should replace
it.

Many Thanks - that fixed it. And the culprit was a program installed by
Netscape that runs their Weather Channel add-in (it gets installed weather;)
you want it or not.
