No volume icon or windows volume

The volume icon isn't on the taskbar, but it is checked in the sound and
audio properties control panel box.
The windows media center audio does work using that volume control.
Internet explorer sounds and windows sounds do not work.
I tried to install SNDVOL32.exe, from microsoft knowledge base Q319095 this
didn't help.
I tried some fixes from Kellys Korner line 54 & 320 and the volume
troubleshooter Those didn't help.
My system restore hasn't been working so thats not an option.
Any help is greatly appreciated
