no taskbar/start menu

i have no taskbar/start menu at the bottom of my screen. it's not "hidden",
and i have gone to "contol panel" to the taskbar/start menu options. when i
click the t/s menu options icon, it starts to load and then quits... i've
also searched in programs and files and the icon has no file size, date or
additional info.
does anyone have any suggestions on how i can bring it up?

This generally has to do with display drivers. If you have recently updated
them or relied on Windows Update, do a roll back via the Device Manager. If
this is not the case, do CAD (Ctrl/Alt/Delete) and end process on
explorer.exe. With the Task Manager still open, go to File/New Task (Run)
and type in explorer.exe.
