Windows XP No System Restore option-spyware

There is no system restore option i have tried regedit.exe
i have also tried GPEDIT.MSC
-> Computer Configuration
--> Administrative Templates
---> System
----> System Restore
3. Set Turn off System Restore to Not Configured
4. Set Turn off Configuration to Not Configured
That also didn't work can anyone help me?

also my computer continuously will stop working completely and i have to restart my computer over and over again to get it working for a short period of time.

Download new definitions for your virus checker;

Download
http://www.microsoft.com/downloads/...E0-E72D-4F54-9AB3-75B8EB148356&displaylang=en

and store to desktop

Reboot your system into safe mode without networking;

run the above downloaded file within safe mode and then run virus checker

reboot then try spyware again within safe mode

reboot ito windows and update spyware scan again

scan system in safe mode

reboot

No i am afriad not i talked to dell support and i have to wipe my whole system after i run custom diagnostics scan and fix the hard drive
