no start menu with one account

I am using a Tiger direct pc with winXP. For some reason
i have lost the start menu on one account that i have. I
have tried deleting the account and reinstalling it, but
it still lacks the start menu. The other accounts that
are active on the pc are working just fine. Nothing
happens when i hit the windows button on the keyboard then
i am in the new account. I must exit via control-alt-
delete. Any suggestions?
