No start menu, taskbar, and task tray

When XP loads, it doesn't display start menu, taskbar, task tray or icons.
No matter what user I log in with. All I see is the default background.
Also, it doesn't show these when I boot in safe mode either. In safe mode,
the background is black with safe mode displayed on the perimeter. It boots
normally with the XP logo and goes to the sign in page properly. I can shut
down properly when I press the power button on my compaq nc 8230. I can go
to safe mode with prompt and see the HDD. I've tried all other options with
F8, safe mode, safe mode with networking, debug mode and last known good
configuration without success.
This all started when after I enabled the internal WIFI, bridge and Ieee1394
periferals and rebooted.

Is there a bad file causing this and can I copy a god known copy from floppy?

Can you access applications through the Task Manager ? Alt+Ctrl+Delete ?
 
Yes I can.
I can get the CMD prompt and run explorer.
I ran rstrui.exe and restored to the day before this happened and my desktop
wallpaper reappeared.
Still no start menu, taskbar or icons.

What can I do next?
 
I rolled back the restore point to before the problem date and all is working.
When I rebooted the computer, I did have a load error with the ibm00003.exe
file missing that Norton had previously cleared out since it was a virus. I
went into the registry and cleared all the instances of where ibm0003.exe was
called and this killed my desktop again.
So the problem seems to lie with this error.
Any suggestions?
 
Update your antivirus software and run a full system scan.

Do the same for whatever anti-spyware applications that you have.

Try running the scans in Safe Mode.

ibm00003.exe is a trojan.

Shared folder in Common Files under Program Files. The files are typically
around 2-10K in size and start with IBM00000X.EXE the X is a variable number
between 1-9.

actually have an unwanted or harmful effect.

A large segment of trojan programs download other harmful software
components to a user's PC without his/her knowledge.

This application is most likely downloaded and installed by another
application that is considered to be adware or spyware.
