no search or system restore window

When I open search or system restore the window appears with its name but
the window is blank.
I had problems uninstalling Norton antivirus and had planned to use
Kaspersky. Problems occured after this. have since gone back to Norton, and
thus the problem.

Select S and scroll to Search don't Work.
Then to System Restore.
