NO Run CMD

I've just upgrade a laptop that was on a network to
win2000 from win98. Now I have no run cmd in the start
menu. How can I get it back
 
The command is
CMD /K

- Launch "My Computer" and navigate to c:\winnt\system32.
- Double-click "gpedit.msc".
- Navigate to Local Computer Policy / User Configuration /
Administrative Templates / Start Menu & Task Bar
- Fix up "Remove Run menu from Start Menu
