No rules in Outlook 2003

In previous versions of Outlook I was able to access rules through "Tools,
Rules Wizard" or "Tools, Out of Office Message"..now I do not have an option
for rules.

The on-line help said to navigate to Mail and then to Tools..it isn't
listed.

It's Tools-> Rules and Alerts now. Does this show up? If not reset your
Toolbar by renaming outcmd.dat to outcmd.old or add it manually by View->
Toolbars-> Customize-> tab Commands

For some reason it did not show up yesterday. Today it appears..maybe a
reboot did something.
