no recording but testing hardware says everything is fine

I have sound built in on my motherboard (via board) and want to record
sounds via a microphone. I've checked that this microphone is good, it
works on another computer but not on mine, seemingly. When I try to
record I get no signal at all. I tried all the audio volume settings but
the signal line on the audiorecorder stays flat. I ran the hardware
tester on the audio properties dialog, it comes back with the message
that my system is working correctly. The device manager does not show
that there is something wrong. I can hear other sounds correctly - I
just cannot get anything into the computer via the microphone. I also
checked that it is plugged into the correct place, and yes it is. I have
not found anything helpful in the MS knowledgebase. Can anyone here help
me solve this problem?

Front mic jack or rear?
A lot of builders do not connect the front audio jacks.
Also, check the volume for the mic and make sure it isn't muted.

It's a rear mic jack. Volume for the mic is all the way up.
But the signal line is flat as a pancake.

There are two volume controls for the mic. One is the standard volume
control accessible from the taskbar, the other is hidden away in the control
panel. These two controls can be set to different levels. Check the mic
volume in control panel/sounds and audio devices/audio/sound
recording/volume
It is also possible that you have a bad onboard sound chip or a corrupt
driver install. Try reloading the drivers.
If it still fails get the pc checked out by a qualified tech.
