No preview available for photo in Windows Picture Viewer

A pfof. photographer sent me three photos varying in sizes of 50kb to 65 kb
each and all with jpg format...so far so good. EXCEPT that when I try to
open them, Windows Picture viewer does not help...it states that "no preview
is available" . I have finally been able to open them in a roundabout way
through "ARCSOFT Photobase" but I cannot share them via e-mail...recipients
are having same problem as me opening. They have tried different photobase
software and still cannot. I have tried renaming the photos still no result.
ANY SUGGESTION...I would gladly send one photo to whomever wants to help me
with this challenge ;-)
