No OLK temp folder

I'm having trouble with embeded images not displaying. The fix is supposed
to be to delete the contents of the OLK temp folder but I don't have one and
can't create one.
The key
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security\OutlookSecureTempFolder
shows where it should be but it's not there and I can't create a folder in
the Temporary Internet Files folder.
Yes my view is set to show hidden files and folders and system files.
Can anyone suggest a solution?

I've solved the problem. The folder can only be seen when accessing it from
a command prompt.
