No LAN access unless both reboot

If I reboot my Vista (Business) PC, I can't access my XP machine files unless
I reboot it also, but I can print to its printer. XP can see & access my
Vista PC with or without rebooting. Both can always access internet. Any help
greatly appreciated.

Workgroup names are the same on both XP and Vista, both fully updated.
IPConfig dumps are identical on each when working or problem happening. LLTD
patch installed on XP, and "restrictanonymous" key is "0".

Vista Networking and Sharing has:
- Network Discovery ON
- File Sharing ON
- Public Folder Sharing ON
- Password Protection OFF
- Printer sharing ON
- Media sharing OFF
- Network is set to “Privateâ€
- IPV 6 unchecked / disabled
