No homepage..No windows update..no restore..whats ehttp/?google.com... /

Hey,if you have a minute,listen to these
I CAN'TS
set my homepag
restore to previous setting
goto search engines..ie google,yahoo...
go to windows update pag

Everytime i set my homepage and click to go there i get a "can not display
and when i go and check on the setting its been changed to a bunch of (5%3%44%% ) etc
then when i click on windows help..nothing happen
when i try to restore window xp home edition nothing happen
this all started the other day

I have mcafee virus scan prof.(ver8.0) it detected no viruse
i have used spyware software(a couple)and nothin
Im not really sure what i can do now

I am able to get on the internet and go to various sites
im tottally lost on thi
anyone have a clue to whats going on
