No Dial Tone

Posting this for a friend. My bud has a custom built system with abit Mb,
AMD XP Athlon CPU, 512Mbs of ram and an Agere soft modem. For about a week
he can not get the modem to dial his ISP. When he tries, he gets a message
saying "no dial tone". He has replaced the cable from the computer to the
wall jack. He has uninstalled and reinstalled the driver. He has even told
XP not to wait for a dial tone before it begins dialing the ISP. In Device
Manager the modem is listed with no red x's or yellow circles. When he
brings up the modem properties window, XP says this device is working
properly. He can run XP's diagnostics and query the modem. XP has no
trouble talking to the modem, but he can not get a dial tone. Any
suggestions?

Simply solution, get a new modem, they are real cheap
nowadays, 20 bucks, I just repaired someones PC same
issue, no dial tone, even though it shows the device is
working properly in the control panel/system/modem
category

Make sure the phone line is connected to the correct jack. If you
connect it to the jack for daisy chaining a handset onto the modem, it
will disconnect when the modem tries to take the line off hook.
