no desktop

Recently had a power outage and was not able to shut down
the computer. I can start up in safe mode or safe mode
with command prompt but once I get past the password
screen the screen is blank and the pointer becomes an
icon when taken to the lower portion of the screen (down
where the start button is located. The system is windows
2000 pro. Thanks in advance for any replies. tim
