Windows 2000 server - blank desktop

We recently had a power outage at our site, and although we were able to bring down the server gracefully. When the power came back on and we restarted the server - no desktop appeared. The login prompt comes up and you are able to log in as the administrator, but no desktop, start button, etc. appears - just a blank blue screen. We can get a desktop using Safe Mode, but we are unable to check active directory tools to see if we can isolate the problem, therefore unable to look at or change the administrator profile (if that is the problem).

We run SQL 2000 on this server, and as far as we can tell, the application is working normally, as you can still access the server from any workstation.

Any insight is greatly appreciated.
