Newly installed programs can't connect to internet

I'm stumped:

Newly installed (or updated) programs on my XP system cannot connect to
the internet. I first noticed this when I updated to iTunes 7. My old
version of iTunes worked fine. (Uninstalled, updated, re-installed --
no help). Then I updated IE 7 Beta 3 to IE 7 RC1 and the same thing
happened. I could still connect using Firefox, Opera, Outlook, but I
had to uninstall IE 7 and revert to IE 6.

I was having problems with NAV 2006, so I uninstalled it. I also
turned off my Windows firewall -- still no connection to the net for
iTunes. When I re-installed NAV, it could not connect to Live Update!

Any program installed now will not connect to the internet, but any
program that is working continues to work!

Any ideas? Please help!
