Newly built pc. keeps rebooting over & over!

I just put together a pc. using mostly my old {still working} used
parts. The HD is new after assembling everything it boots up correctly
then there is a brief flash of a blue screen with some kind of a
message but it reboots so quickly that i cannot read any part of the
message. if you have any suggestions i would greatly appreciate it ..

Are you able to boot to Safe Mode? If so, check the Event Viewer to see if it
has any info.

Also right click MyComputer.
Click Properties > Advanced tab > Startup and Recovery Settings button.
Uncheck "Automatically restart".
Click Ok > Apply > Ok.

Now if you get a BSOD you should be able to see it.

Also run a memory integrity check for at least a couple hours:

First run a memory test as suggested to checkt the integrity.

If the memory test results are good then remove everything and start from
scratch, and I mean everything except the mobo, kb, mouse and monitor.

Install the PCU, boot to see if you get any error beep/s. If Yes:
Install the memory, boot to see if you get any system disk errors. If Yes:
Connect the hd with the OS, boot to see if you can get to the Desktop: If Yes:
Install devices 1 at a time booting after each until you start getting the BSOD.
