Newbie - cipher.exe

Anyone successfully used cipher.exe with XPE? I get a "Specified module
could not be found" when I run "cipher /e /a /s:data". I've been told the
following are required, and I have all in the image:

ADVAPI32.DLL
CIPHER.EXE
CRYPT32.DLL
GDI32.DLL
KERNEL32.DLL
MSASN1.DLL
MSVCRT.DLL
NTDLL.DLL
RPCRT4.DLL
SHELL32.DLL
SHLWAPI.DLL
USER32.DLL

And yes, I'm using NTFS.

Any help appreciated.

Did you add the "NTFS Format Tools" component to your build?
