New Window does not focus HELP

When selecting a program like notepad it falls behind
other windows and can be used until other programs are
collapsed. How can I get windows xp pro to all me to
bring up an new window on top and use it? This is
driving me nuts. Thank you.

click the taskbar button to bring a window forward, or hold down 'alt' and
press tab.

If the above is not applicable:

You can install Tweak UI. Once installed, go to
Start > Programs > TweakUI > General > Focus and
place a check next to "Prevent applications from stealing focus".
