New web pages are always displayed as minimized

When I am in IE and I open a new web page, the new web
pages are always displayed as minimized. While
this is easily corrected, I would like to reset so they
appear as maximized (not full screen).
I can't find that option anywhere on the tool bar.

Open IE to the small window, close all others!! Grab the edges and resize
with the mouse, (do not maximise with the button), then close it with the X.
windows should remember that change.
