Log on as Admin and click on Start >> Control Panel >> Network Connections
and double click on it, on the Default connection or the Connection you want
to grant the user access to Right Click on it and select properties from the
Drop down list.
On the Connection Properties click on Advanced tab, Under the Header:
Internet Connection Sharing:
[ ] Allow other network users to connect through the computer's internet
connection. check this box and assign the user, also you can assign them a
Password or they can log automatically.
Be aware what access you are giving to and the credentials.
Another one by going to the Users accounts by Runing this command:
Open Run => gpedit.msc click [OK] and there you can edit the Users
Group and assign whatever Privileges to any user.
